In worldwide trade, over 80% of goods are handled using wood packaging materials, including pallets, cases and crates. The need for standardization of the phytosanitary measures introduced by governments is growing worldwide in order to protect the world’s forests and safeguard against the spread of harmful organisms associated with wood packaging materials. The International Plant Protection Convention (IPPC), a member organization of FAO recognized by the WTO (World Trade Organization), has drawn up a set of rules known as ISPM 15.
